The Aceh Provincial Government issued Governor Instruction (Ingub) Aceh Number 05/INSTR/2026 concerning the Acceleration of Plantation Cultivation Registration Certificates (STD-B) to ensure legal certainty for smallholder plantation land, traceability, and the sustainability of oil palm plantations. This initiative forms part of the Sustainable Palm Oil Roadmap Policy 2023–2045 as stipulated in Aceh Governor Regulation Number 9 of 2024.
The drafting of the Aceh Governor Instruction was intensively facilitated by the Sustainable Palm Oil Program Management Unit (PMU-KSB), established under Governor Decree Number 500.8/658/2024 to support the implementation of the roadmap.
Throughout the process, from the initial discussion in November 2025 until the signing of the governor’s policy in May 2026, the PMU acted as the main driving force and proactively visited relevant agencies such as the Aceh Environment and Forestry Agency (DLHK), the Public Works and Spatial Planning Agency (PUPR), the Community and Village Empowerment Agency (DPMG), and the Aceh Communication, Informatics, and Cyber Agency (Kominsa).
PMU-KSB conducted a series of processes, ranging from legal drafting assistance to formulating each legal clause that integrated environmental perspectives, spatial planning, village strengthening, cyber data security, and plantation legal aspects, while laying a solid legal foundation to ensure livelihood security, traceability, and the sustainable future of Aceh’s smallholder oil palm plantations in the global market.
