KEMITRAAN – Partnership for Governance Reform in Indonesia is seeking a Senior Finance Manager to lead the Finance Unit and strengthen the organization’s financial management, compliance, internal controls, reporting, and financial systems.

The Senior Finance Manager will support KEMITRAAN in ensuring transparent and effective use of financial resources, providing timely and accurate financial information for decision-making, and strengthening financial processes across organizational and project operations.

Key Responsibilities

The Senior Finance Manager will be responsible for:

  • Ensuring compliance of financial activities, recording, reporting, and audits with KEMITRAAN policies and procedures through effective internal controls and financial management systems.
  • Monitoring the organization’s financial position and preparing monthly, quarterly, and annual forecasts and management budget analyses.
  • Serving as the day-to-day focal point for organizational and project finance matters, including financial position, reporting, fiduciary, and accountability aspects.
  • Leading the preparation of organizational and project budgets and six-month rolling forecasts.
  • Monitoring budget implementation, variances, burn rates, funding gaps, and re-phasing options.
  • Ensuring the accuracy and quality of project accounts, transactions, payroll, travel claims, entitlements, accounts receivable, and general ledger.
  • Providing guidance to Project Management Units on donor financial compliance.
  • Managing treasury and bank operations, including bank reconciliations, transfers, settlements, and cash-flow forecasting.
  • Overseeing tax administration and compliance, including the computation, collection, and payment of taxes.
  • Producing timely monthly management reports and annual statutory financial statements.
  • Coordinating internal and external audits, ensuring audit readiness, documentation, quality management responses, and follow-up of audit recommendations.
  • Reviewing donor financial reports to ensure accuracy, compliance with donor requirements, and internal quality standards.
  • Developing and updating financial policies, SOPs, and internal control mechanisms, including fraud prevention and zero-tolerance protocols.
  • Strengthening accounting structures and driving automation to improve efficiency, data quality, and audit readiness.
  • Advising on reserve levels, diversification, and investment of surplus funds in accordance with organizational policies.
  • Implementing and refining indirect cost recovery methodologies across projects.
  • Conducting financial capacity assessments and monitoring grantees and implementing partners.
  • Providing finance training and capacity building to project and operations teams and grantees.

Key Deliverables

The Senior Finance Manager will be expected to deliver:

  • Monthly Management Finance Pack: Complete monthly financial statements and analyses, including budget vs. actuals, cash flow, and AR/AP aging, submitted to Senior Management by Workday +7.
  • Quarterly Budget Forecasts: Rolling three-month forecasts for core operations and projects, including funding gap analysis and recommendations.
  • Bank Reconciliations and Cash Position: Monthly reconciliation of all bank accounts and consolidated cash position with a 12-week cash-flow forecast.
  • Donor Financial Reports: Accurate and compliant donor financial reports submitted by the required deadlines, supported by internal quality assurance.
  • Policy, SOP, and Control Improvements: Updated or new finance SOPs and control mechanisms, together with socialization notes and implementation plans within the first six months.

Qualifications

Education

  • Bachelor’s degree (S1) in Accounting or Finance.
  • Master’s degree (S2) in Accounting, Finance, or Business Administration is preferred.
  • Professional accounting certification such as CA, CPA, ACCA, or an equivalent recognized qualification is highly desirable.
  • Tax certification Brevet A and B is an advantage.

Experience

  • At least 10 years of progressive experience in financial management within the not-for-profit sector, including a minimum of 5 years in a senior management or supervisory role.
  • Proven experience leading finance teams, managing complex financial operations, and providing strategic financial advice to senior management.
  • Extensive experience in organizational and project budgeting, financial forecasting, cash-flow management, financial reporting, and donor compliance.
  • Strong knowledge of accounting standards, Indonesian tax regulations, financial policies, internal controls, and risk management.
  • Demonstrated experience managing external and internal audits, preparing statutory financial statements, and implementing audit recommendations.
  • Proven ability to manage multiple donor-funded projects, including grants, sub-grants, and implementing partners.
  • Experience strengthening financial management systems, improving SOPs, and implementing process automation.
  • Experience working with reputable Public Accounting Firms (KAP) or international audit firms is an advantage.

Language Requirements

Excellent written and spoken Bahasa Indonesia and English, with the ability to prepare financial reports, present financial analyses, and communicate effectively with senior management, donors, auditors, and other stakeholders.

These funds were collected by the United Nations Framework Convention on Climate Change (UNFCCC) in 2010. The GCF has an important role in realizing the Paris Agreement, namely supporting the goal of keeping the average global temperature increase below 2 degrees Celsius.

2000-2003

KEMITRAAN played a crucial role in supporting the development of legislation to establish the KPK. This was followed by steps to support the Government and DPR in selecting competent commissioner candidates and also supporting civil society groups to critically monitor the selection process. After the commissioners were appointed, they asked KEMITRAAN to help with the institutional design and initial recruitment of the KPK, as well as play the role of donor coordinator. It is clear that KEMITRAAN plays a key role in supporting the Corruption Eradication Commission to develop the capacity and strategies needed to work as effectively as possible.

2016

In March 2016, KEMITRAAN received international accreditation from the Adaptation Fund. The Adaptation Fund Board, in its 27th meeting, decided to accredit KEMITRAAN as National Implementing Entity (NIE) from the Adaptation Fund. KEMITRAAN is the first and only Indonesian institution to be accredited as a NIE Adaptation Fund in Indonesia.

2003

In 2003, KEMITRAAN became an independent legal entity registered as a Non-Profit Civil Partnership. At that time, KEMITRAAN was still a program managed by UNDP until the end of 2009. Since the beginning of 2010, KEMITRAAN took over full responsibility and accountability for the programs and their development.

1999-2000

The Partnership for Governance Reform, or KEMITRAAN, was founded in 2000 following Indonesia’s first free and fair general election in 1999. This historic election is an important step in Indonesia’s efforts to move away from an authoritarian past towards a democratic future. PARTNERSHIP was established from a multi-donor trust fund and is managed by United Nations Development Programme (UNDP) with a mandate to advance governance reform in Indonesia
