KEMITRAAN is seeking a Safeguards & Grievance Redress Officer to strengthen the implementation of safeguards and the Feedback and Grievance Redress Mechanism (FGRM) across the organization.

The consultant will serve as KEMITRAAN’s focal point for safeguards and grievance management, working under the guidance of the Executive Director. The role will help ensure that complaints and concerns are received, assessed, followed up, and resolved fairly, promptly, and transparently, while maintaining confidentiality, impartiality, and professionalism.

Key Responsibilities

The Safeguards & Grievance Redress Officer will:

  • Work with the Executive Office, External Communications Team, Project Management Units (PMUs), and Grants Management Unit (GMU) to ensure that FGRM and whistleblowing information, channels, and reporting mechanisms are publicly available, accessible, and operational.
  • Receive complaints and coordinate their follow-up until cases are resolved and closed.
  • Ensure complaints are recorded, screened, assessed, and handled in accordance with organizational policies and SOPs.
  • Identify and coordinate expert reviewers or investigation panels when required.
  • Work with the Strategy & Institutional Growth Directorate to ensure relevant policies and SOPs are adequate and effectively implemented.
  • Support the development, updating, and delivery of safeguards and FGRM capacity-building activities and training materials.
  • Prepare monthly case updates and an annual report on FGRM implementation.
  • Represent KEMITRAAN at FGRM-related meetings, events, and forums.

The Officer will act as a neutral facilitator in the grievance redress process and will not independently investigate cases or unilaterally determine solutions.

Expected Deliverables

  • Accessible and operational FGRM and whistleblowing system maintained.
  • Complaints and grievances managed and resolved in accordance with established policies and SOPs.
  • FGRM policies, SOPs, and training materials reviewed, updated, and effectively implemented.
  • FGRM training and capacity-building activities delivered as required.
  • Timely monthly and annual FGRM reports produced, with stakeholder engagement maintained.

Assignment Duration and Level of Effort

The consultant will work based on a mutually agreed work order and timesheet.

For the first month, preparation and coordination work is estimated at up to 10 working days. In subsequent months, the expected level of effort is an average of 2 working days per month, increasing to a maximum of 10 working days per month when cases arise.

Qualifications

Education

  • University degree in Social Sciences, Environmental Management, Law, Public Policy, Community Development, International Development, Human Rights, Psychology, or a related field.
  • A master’s degree in a relevant field will be an advantage.

Professional Experience

  • At least 5 years of relevant experience in safeguards, grievance redress, accountability mechanisms, stakeholder engagement, social development, compliance, or related fields.
  • Experience handling complaints, particularly sensitive complaints involving integrity-related issues and safeguarding concerns, is highly desirable.
  • Experience facilitating training and capacity-building activities.
  • Experience working with donor-funded development programs, NGOs, international organizations, or government projects.

Technical Skills and Competencies

  • Sound knowledge of Safeguards and FGRM.
  • Familiarity with safeguarding principles, including prevention of exploitation, abuse, harassment, and retaliation.
  • Strong facilitation, training, and presentation skills.
  • Excellent communication and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • Excellent report-writing and documentation skills in English and Bahasa Indonesia.
  • Ability to handle sensitive information with discretion, impartiality, and professionalism.
  • Ability to work independently and maintain neutrality in complaint and investigation processes.

These funds were collected by the United Nations Framework Convention on Climate Change (UNFCCC) in 2010. The GCF has an important role in realizing the Paris Agreement, namely supporting the goal of keeping the average global temperature increase below 2 degrees Celsius.

2000-2003

KEMITRAAN played a crucial role in supporting the development of legislation to establish the KPK. This was followed by steps to support the Government and DPR in selecting competent commissioner candidates and also supporting civil society groups to critically monitor the selection process. After the commissioners were appointed, they asked KEMITRAAN to help with the institutional design and initial recruitment of the KPK, as well as play the role of donor coordinator. It is clear that KEMITRAAN plays a key role in supporting the Corruption Eradication Commission to develop the capacity and strategies needed to work as effectively as possible.

2016

In March 2016, KEMITRAAN received international accreditation from the Adaptation Fund. The Adaptation Fund Board, in its 27th meeting, decided to accredit KEMITRAAN as National Implementing Entity (NIE) from the Adaptation Fund. KEMITRAAN is the first and only Indonesian institution to be accredited as a NIE Adaptation Fund in Indonesia.

2003

In 2003, KEMITRAAN became an independent legal entity registered as a Non-Profit Civil Partnership. At that time, KEMITRAAN was still a program managed by UNDP until the end of 2009. Since the beginning of 2010, KEMITRAAN took over full responsibility and accountability for the programs and their development.

1999-2000

The Partnership for Governance Reform, or KEMITRAAN, was founded in 2000 following Indonesia’s first free and fair general election in 1999. This historic election is an important step in Indonesia’s efforts to move away from an authoritarian past towards a democratic future. PARTNERSHIP was established from a multi-donor trust fund and is managed by United Nations Development Programme (UNDP) with a mandate to advance governance reform in Indonesia
