Support the operationalization of the Aceh Province Project Management Unit (PMU) on the Sustainable Palm Oil Roadmap (IDH Aceh)
Background
The Aceh Provincial Government has set the policy direction for palm oil industry development through the Aceh Sustainable Palm Oil Roadmap 2023–2045, which is stipulated in Aceh Governor Regulation Number 9 of 2024. This document aims to ensure sustainable palm oil development, provide economic benefits for farmers, and preserve the environment.
This master plan aims to ensure sustainable palm oil development, provide economic benefits for farmers, and preserve the environment through various aspects, including palm oil plantation management, productivity improvement, processing and marketing of products, as well as the development of the palm oil downstream industry.
To support the implementation of this roadmap, the Governor of Aceh established a Program Management Unit (PMU) based on Governor’s Decree Number 500.8/658/2024. This PMU functions as the secretariat and main executor of the roadmap. However, the PMU still faces a number of challenges, particularly in coordination among stakeholders and the achievement of key performance indicators (KPIs).

Objectives
The project focuses on achieving three main objectives:
- Strengthening the operational capacity of the Aceh PMU through administrative and technical support and ensuring effective facilitation of its targets and activities. A number of key activities include evaluating the PMU’s current organizational structure, facilitating collaboration and coordination among strategic stakeholders, including the private sector and civil society organizations (CSOs), as well as supporting the establishment of a funding mechanism to ensure long-term sustainability.
- To achieve the second and third objectives—which are to support the implementation of the Agrarian Reform Task Force (GTRA) and the registration of the Cultivation Registration Certificate (STDB) in Aceh, and to develop and operate the Provincial Deforestation Response Protocol—various meetings and discussions will be held. These efforts will focus on building common understanding among civil society organizations (CSOs), district governments, and 15,000 farmers through multi-stakeholder workshops that discuss land legality and deforestation handling priorities, including the formulation of the Provincial Deforestation Protocol. Furthermore, it will be developed from the results of a pilot project in Aceh Singkil to demonstrate the deforestation verification protocol, supported by satellite analysis from WRI and HaKA to provide real-time forest cover data.
- To ensure the sustainability of the PMU, a funding mechanism and an institutional strengthening strategy will be formulated. The project will integrate principles of gender-inclusive safeguards and a traceability framework.
