About KEMITRAAN
KEMITRAAN Partnership for Governance Reform is a nationally anchored organization accredited as a National Implementing Entity (NIE) under the Adaptation Fund (AF) and as a Direct Access Entity (DAE) under the Green Climate Fund (GCF). These accreditations enable KEMITRAAN to directly access and manage climate adaptation finance in support of Indonesia’s national priorities, including the National Adaptation Plan (NAP), Enhanced NDC, and the Sustainable Development Goals (SDGs).
To ensure accountable and internationally compliant grant management, KEMITRAAN has established the Grants Management Unit (GMU), which oversees the full grant lifecycle—from funding dissemination and proposal development to fund disbursement, monitoring, and reporting.
Position Purpose
The Senior Grants Finance and Administration Officer is responsible for strengthening fiduciary systems and ensuring that grant financial management is carried out efficiently, transparently, and accountably in accordance with AF and GCF standards. The role focuses on financial oversight, fund disbursement processes, donor compliance, procurement coordination, and audit readiness.
Key Responsibilities
- Manage and oversee grant financial operations, including budget analysis, expenditure monitoring, cash flow projections, and financial reconciliations.
- Ensure all transactions comply with donor policies, government regulations, and internal SOPs.
- Review supporting payment documents, cash and bank reports, and audit documentation.
- Prepare periodic financial reports for management and donors and support internal and external audit processes.
- Manage ERP/SAP-based grant tracking systems and ensure integration with AF/GCF portals.
- Support proposal development processes, budget preparation, and project financial reporting.
- Conduct partner due diligence, capacity assessments, and facilitate training related to fiduciary systems and donor compliance.
- Coordinate with Finance and Procurement teams to ensure workflows comply with donor standards.
- Integrate Gender Equality and Social Inclusion (GESI) principles into financial and procurement systems in line with AF/GCF policies.
Position Impact
This position contributes to strengthening financial transparency and accountability, enhancing audit readiness, improving the effectiveness of fund disbursement, and reinforcing institutional credibility in managing international climate finance.
Qualifications
Education
Minimum Bachelor’s degree in Finance, Accounting, Public Financial Management, Public Administration, Economics, or a related field. Professional certifications such as CPA, CMA, or training related to audit and donor compliance are considered an advantage.
Experiences
- Minimum of 5 years of experience in grant management, donor-funded project finance, fiduciary management, administration, or procurement within international organizations or the development sector.
- Proven experience in managing disbursements, budget monitoring, audit preparation, and the use of SAP or similar ERP systems.
- Familiarity with international fiduciary standards and donor reporting mechanisms, particularly AF and GCF, is an advantage.
Technical Skills
- Proficiency in SAP or similar ERP systems.
- Advanced Microsoft Excel skills for budgeting and financial analysis.
- Experience using cloud-based documentation systems and donor portals.
Language
Fluency in both written and spoken Bahasa Indonesia and English.
