Project Background
The EnABLE Project is funded by the World Bank through a multi-donor trust fund mechanism, with the objective of enhancing the inclusivity of marginalized and vulnerable groups—particularly Indigenous Peoples and women—within the East Kalimantan Emission Reduction Program (ERP).
The project covers approximately 95 villages across Paser, Kutai Kartanegara, West Kutai, and Mahakam Ulu Regencies. Activities focus on capacity building, environmentally sustainable livelihoods, and strengthening project management and learning systems.
KEMITRAAN serves as the Implementing Agency for EnABLE Phase II and is seeking to recruit a MEL Specialist to support effective project cycle management.
Duties and Responsibilities
The MEL Specialist will be responsible for coordinating the project’s Monitoring, Evaluation, and Learning (MEL) system, including:
- Developing the Monitoring, Evaluation, and Learning (MEL) plan and tools
- Training and disseminating MEL plans and tools to project staff
- Leading the preparation of baseline and endline studies (including ToR development and implementation monitoring)
- Managing the project database, including data related to the LMP and SEP (grievances, resolutions, etc.)
- Conducting routine monitoring and evaluation of project implementation
- Monitoring the application of Environmental & Social Management aspects (SEP and LMP)
- Preparing project MEL reports, including compliance with environmental and social aspects
- Collecting and documenting project learning (best practices, lessons learned, success stories)
- Supporting perception surveys, follow-up studies, and external evaluations
- Preparing presentation materials and project progress reports for management and stakeholders

Qualifications
Education
- Minimum Bachelor’s degree in Social Sciences or a relevant field
- Master’s degree is preferred
Experiences
- Minimum 5 years of relevant experience in Monitoring, Evaluation, and Learning
- Experience in World Bank–funded projects is an advantage
- Proven experience in data management and analysis (Excel or similar tools)
- Experience working with government, CSOs, the private sector, and grassroots communities
Language Skills
- Proficiency in Indonesian and English (both written and spoken)
Duty Station
Based in Samarinda, with official travel to:
- Kutai Barat
- Paser
- Kutai Kartanegara
- Mahakam Ulu
