The Finance Unit safeguards financial sustainability and integrity through robust systems, controls, and compliance mechanisms across planning, budgeting, accounting, reporting, audit, and cash management.
To support multiple ongoing projects and grants, KEMITRAAN is seeking a qualified Finance & Grant Officer (TAO) to strengthen financial operations, grant verification, and audit readiness.
To support multiple ongoing projects and grants, KEMITRAAN is seeking a qualified Finance & Grant Officer (TAO) to strengthen financial operations, grant verification, and audit readiness.
Key Responsibilities
1. Financial Operations and Controls
- Ensure compliance with financial policies, SOPs, and internal controls
- Prepare complete payment and settlement documentation
- Maintain proper audit trails and filing systems
2. Advances and Settlements Management
- Monitor and follow up outstanding advances
- Verify settlement documentation and prepare necessary adjustments
- Publish weekly advance status dashboard
3. Grant Financial Verification and Disbursement
- Conduct financial due diligence for grantees using the FITRA system
- Review grantee financial reports prior to disbursement
- Maintain payment schedules and issue logs
- Prepare financial summaries for Program/Project Managers
4. Grant Proposal and Donor Compliance
- Support development of budget proposals for new funding opportunities
- Ensure financial compliance with donor agreements
- Produce donor financial reports in coordination with project finance personnel
- Monitor project financial status, including invoicing and receipts
5. Audit Support
- Assist audit planning and documentation preparation
- Coordinate with auditors and track audit findings
- Monitor corrective action implementation
6. Capacity Building and Systems Improvement
- Support finance training for PMUs and grantees
- Maintain trackers and contribute to improvements of financial tools and SOPs
Deliverables
- Weekly outstanding advances dashboard
- Verified grantee payment packets within agreed service levels
- Monthly grants financial summary submitted by the 5th of each month
- Timely donor financial reports
- Audit documentation tracker
- Finance training materials and attendance records
Key Performance Indicators (KPIs)
- At least 95% advance settlements within required timeline
- At least 95% grantee verification completed within 5 working days
- 100% documentation completeness for payments and settlements
- On-time submission of monthly financial monitoring reports
- Minimum two finance training sessions delivered within six months
Qualifications
Education
- Bachelor’s degree (S1) in Accounting, Financial Management, or Economics
- Professional certification such as Registered Accountant is preferred
Experiences
- Minimum five years of experience in finance or accounting, preferably in NGOs or international projects
- Experience handling grants and donor compliance such as DFID, GIZ, World Bank, or Global Fund
- Experience preparing budget proposals ranging from USD 1–10 million
- Experience supporting audits and applying financial SOPs and internal controls
Skills and Competencies
- Strong proficiency in Microsoft Excel and ERP/accounting systems
- Solid understanding of AR/AP, advances, settlements, and grant verification
- Strong analytical writing and reporting skills
- High integrity, attention to detail, and ability to work under deadlines
- Fluent in Bahasa Indonesia and working proficiency in English
