KEMITRAAN invites qualified individual consultants or consulting firms to submit proposals for three (3) consulting service packages under the implementation of the Adaptation Fund (AF) Program in Pekalongan City, with details as follows:

PACKAGE 1

Institutional Strengthening and Business Model Development Consultant for Rumah Livelihood Budget Ceiling: IDR 200,000,000 (all-inclusive consultant fees) Location: Pekalongan City, Central Java Province Assignment Objective To provide comprehensive assistance in institutional strengthening, business model development, governance structuring, and operational readiness of Rumah Livelihood as an integrated center for climate change adaptation programs and community livelihood development.

PACKAGE 2

Mentoring and Training Consultant for Pokdarwis and EcoTrip Supporting Groups Budget Ceiling: IDR 200,000,000 (all-inclusive consultant fees) Location: Degayu and Kandang Panjang Sub-districts, Pekalongan City Assignment Objective To provide intensive mentoring and training to Pokdarwis and EcoTrip supporting groups in strengthening institutional capacity, climate change adaptation governance, tourism operations, marketing, risk management, and sustainability of community-based ecotourism.

Technical Mentoring and Training Consultant for Urban Farming Management (Hydroponics & Food Crops) Budget Ceiling: IDR 100,000,000 (all-inclusive consultant fees, excluding training implementation costs) Location: 7 Sub-districts in Pekalongan City (Kandang Panjang, Panjang Baru, Padukuhan Kraton, Pasirkratonkramat, Panjang Wetan, Degayu, and Krapyak) Assignment Objective To provide technical mentoring and institutional strengthening to urban farming groups in implementing Climate Smart Agriculture (CSA), enhancing group management capacity, business development, and integrating sustainable climate change adaptation aspects. AANWIJZING MECHANISM

• The aanwijzing session will be conducted online.
• The link will be sent via email to participants who have submitted an Expression of Interest (EoI).
  
• Participants are encouraged to attend the aanwijzing session to obtain clarification on the scope of work, selection method, and evaluation mechanism.

SUBMISSION OF EXPRESSION OF INTEREST (EoI)

Interested consultants must submit an EoI containing:

• Letter of Interest (specifying Package 1, Package 2, or Package 3).
• Brief profile of the consultant/firm.
• Summary of relevant experience (maximum 2 pages).
• Contact person (name, email address, phone number).

REQUIRED PROPOSAL DOCUMENT

A. Administrative Documents

1. Cover Letter (signed by the head of the firm/consultant).
2. Tax Identification Number (NPWP) of the firm/consultant.
3. Business Identification Number (NIB) and attachments.
4. Certificate of Registration (SKT AHU).
5. Consultant/Firm Profile.
6. List of relevant work experience (last 5 years).
7. CVs of Key Experts and Field Facilitators (as required in the ToR).

B. Technical Proposal

The technical proposal must at minimum include:

2. Operational costs (transportation, accommodation, etc.).
3. Total cost must not exceed the budget ceiling.

SELECTION MODE

The selection will be conducted using the Quality and Cost-Based Selection (QCBS) method, with evaluation based on:

• Quality of Technical Proposal
• Consultant’s Experience & Capacity
• Cost Reasonableness
