Programme Background
The Pekalongan Adaptation Fund (AF) Program is a collaboration between KEMITRAAN and the Government of Pekalongan City, supported by the Adaptation Fund, and implemented from 2021 to 2026. The program aims to strengthen the resilience of coastal communities to the impacts of climate change and disasters through the development of sustainable livelihoods, institutional strengthening, and community economic empowerment.
Job Purpose
The Project Officer – Community Development (PO Comdev) will support the implementation of the Adaptation Fund Pekalongan Program (2021–2026), a collaboration between KEMITRAAN Partnership and the Government of Pekalongan City with support from the Adaptation Fund. The program aims to strengthen the resilience of coastal communities affected by climate change through sustainable livelihood development, institutional strengthening, and multi-stakeholder collaboration.
The PO Comdev is expected to strengthen, accelerate, and support community empowerment activities, particularly during the final phase of the program towards achieving its 2026 targets.
Duties and Responsibilities
- Mobilize, facilitate, and strengthen the capacity of target community groups (fisher groups, cooperatives, community-based organizations, tourism awareness groups/Pokdarwis, and others) in developing sustainable coastal livelihoods.
- Organize and oversee training activities for beneficiary groups in target villages.
- Develop and maintain effective partnerships with government institutions, non-government organizations, academics, consultants, volunteers, and other relevant stakeholders.
- Contribute to the preparation and implementation of work plans and annual work plans together with the AF Pekalongan PMU.
- Coordinate with the MEL Officer in preparing work plans, Terms of Reference (ToR), and program reports.
- Prepare and submit monthly, quarterly, and annual reports in a timely and high-quality manner.
- Coordinate facilitators and stakeholders in the implementation and documentation of Free, Prior, and Informed Consent (FPIC/PADIATAPA).
- Supervise and document the handover process of goods and assets related to program activities.
- Ensure monitoring and evaluation activities are conducted in accordance with the logical framework and M&E plan.
- Ensure all project-related administrative requirements are properly fulfilled.
- Supervise and provide guidance to the Junior Project Officer (JPO).
Expected Outputs
- Daily activity timesheets in accordance with the employment contract.
- Monthly progress reports on program implementation, particularly related to livelihood components.
- Collection and analysis of beneficiary data disaggregated by gender and vulnerable groups.
Qualifications
- Minimum Bachelor’s degree (S1) in civil engineering, environmental studies, economics, social sciences, tourism, culture, or other relevant fields.
- Minimum 3 years of professional experience in sectors related to sustainable livelihoods, such as sustainable fisheries, ecotourism, urban agriculture, waste management, circular finance, entrepreneurship, community development, local economic development, poverty reduction, agriculture, construction, environment, or training.
- Proven experience in facilitating economic inclusion of vulnerable and marginalized groups and working with internal and external stakeholders.
- Experience in adapting to and implementing organizational and project regulations.
- Ability to prepare work plans, Terms of Reference (ToR), and reports.
- Ability to work independently with minimal supervision as well as collaboratively in a team.
- Proficiency in Microsoft Word and Excel.
- Strong communication skills.
