Improved Forest Governance for Emission Reduction and Community Livelihoods in Central Sulawesi
Why
Forest and land cover in Central Sulawesi province experienced a decrease of 33,235 hectares between 2010 and 2022. This was triggered by the conversion of land use for gold mining industry and the rampant practice of forest encroachment.
The resulting Greenhouse Gas (GHG) emission production has the potential to become even greater due to forest and land fires (Karhutla). For instance, in 2023, Karhutla occurred across an area of 10,844.28 hectares in Central Sulawesi. If not anticipated, fire disasters will become routine during the dry season because studies indicate there are four high-risk districts: Morowali Utara, Poso, Banggai, and Tojo Una-una.
This condition is compounded by the national government’s program that designates Central Sulawesi Province as a crucial part of supporting the development of the New Capital City of Nusantara (IKN), by supplying C-type mineral resources and food through a Nusantara Food Estate area of 15,000 hectares in Donggala Regency.
On the other hand, the Central Sulawesi Provincial Government is committed to supporting the central government’s efforts to control global climate change through the reduction of GHG emission production. In April 2012, the provincial government formed the Coordination Team and Working Group (Pokja) for the Preparation of the Regional Action Plan for GHG Reduction (RAD GRK). This was reinforced by the formulation of the RAD GRK document and the Masterplan for a Green Economy based on renewable natural resources in March 2023 as a response to the planned implementation of emission reduction in the forest and land sector, or FOLU Net Sink 2030.
In 2024, Central Sulawesi Province received USD 2.8 million in carbon funds from the Result Based Payment Green Climate Fund (RBP-GCF) scheme to implement emission reduction programs through improvements in forest governance, increased resilience, and sustainable community livelihoods. The program also ensures the protection of 4.27 million hectares and the rehabilitation of forests damaged by illegal activities.
KEMITRAAN was entrusted by the Environmental Fund Management Agency (BPDLH) and the Central Sulawesi Provincial Government to act as the Intermediary Institution (Lemtara) to oversee the program and collaborate with the Forestry Agency, Environmental Agency, and Bappeda (Regional Development Planning Agency) as direct recipients of the RBP funds.
What
The program, which lasts for approximately two years, aims to strengthen three main areas: institutional capacity, human resources, and natural resources. These include:
- Increasing the amount of forest and land cover through the management of biodiversity and sustainable ecosystems to enhance carbon stocks.
- Improving the capacity of the Central Sulawesi Provincial Government in the institutionalization and implementation of REDD+ policies across all Regional Apparatus Organizations (OPD).
- Strengthening community-based sustainable forest management models through the implementation of agroforestry systems, Non-Timber Forest Products (NTFPs/HHBK), and Climate Village Programs (Desa ProKlim) to build resilience against the impacts of climate change.
- Strengthening institutional governance, role, and function of the REDD+ Working Group (POKJA REDD+) to be transparent, accountable (PADIATAPA), and fulfill the principles of Inclusiveness (Gender Equality, Social Inclusive), collaboration, and innovation.
How
To oversee the program and collaborate with the Forestry Agency, Environmental Agency, and Bappeda (Regional Development Planning Agency) as direct recipients of the RBP funds.
As the recipient of 70% of the total program funds of USD 2.8 Million, the Forestry Agency will focus on strengthening the Forest Management Unit (UPT KPH) and Grand Forest Park (Tahura) units, which are spread across 13 Regencies and 1 City throughout Central Sulawesi. Forest patrol is one of the main activities, aiming to suppress criminal acts of forest destruction that potentially generate carbon emissions.
The next focus is preventing potential forest and land fires (Karhutla) by forming and strengthening Community Fire Care Groups (MPA) in 13 regencies/cities, as well as providing assistance to 272 Social Forestry and non-Social Forestry Farmer Groups for sustainable forest management and increasing the commercial value of Non-Timber Forest Products (NTFPs/HHBK).
Meanwhile, at the Environmental Agency, the main activity is the formation of 20 new Climate Village Program (Proklim) groups. This effort aims to strengthen community resilience against the impacts of climate change and support the provincial and national government targets of forming 500 and 20,000 new Proklims, respectively.
The Bappeda will center its activities on strengthening regulations and conducting strategic studies such as: re-evaluating the greenhouse gas (GHG) inventory, formulating targeted mitigation action plans, developing supportive policies and regulations, and enhancing institutional capacity, including changing the work paradigm in accordance with the Circular Letter of the Director General of PPI No. 1 of 2024.
In detail, the activities will be carried out by other beneficiaries from various backgrounds, not only the government.
| Benefeciary | Benefit |
|---|---|
| Forestry Agency | Supporting the execution of duties and functions in Forest and Land Rehabilitation (RHL), community empowerment, and the FOLU Net Sink target. Facilitating the implementation of safeguards. Operational support for the development of integrated K/L (Ministry/Agency) task forces (Sub National Focal Point) to raise awareness and monitor the results of emission reduction implementation in the land and forest sector. GHG inventory as a basis for mitigation planning and harmonized with the ongoing formulation of the Regional Action Plan for GHG Reduction (RAD GRK). |
| Environmental Agency | Facilitating the formation of new ProKlim (Climate Village Program) groups as Central Sulawesi’s contribution to achieving the national target of 20,000 ProKlim villages. Development of Knowledge Management for Central Sulawesi Province’s ProKlim Villages. |
