Committing to human rightsTo enforce the National Action Plan on Human Rights (RANHAM) 2009-2014, the President issued Perpres (Presidential Decree) No. 23 Year 2011, containing guidelines for the protection and enforcement of human rights in Indonesia. Activities needed to implement the regulation include: the establishment and strengthening RANHAM institutions, the enactment of international human rights instruments, harmonization of design and evaluation of bylaws, human rights education, application of norms and human rights standards, public awareness raising, and monitoring, evaluation and reporting. Kemitraan and the civil society coalition have monitored the implementation of RANHAM for one year from the policy being enacted. This book contains reports on the monitoring of four international human rights instruments: Protection Convention for Migrant Workers and their Families, Elimination of Discrimination against Women, Anti Torture Convention, and the Rome Statute. -
Agroforestry development in PapuaKemitraan, in cooperation with IFGI (Indonesian Forestry and Governance Institute) published a series of eight modules on Agroforestry programs in Papua and West Papua. The series is a guide to the preparation and implementation of sustainable market oriented Agroforestry for community development. The eight books include: Seedlings & Plant Propagation, Agroforestry Production, Planting & Cultivation techniques, Making Pesticides and Organic Fertilizer, Post Harvest Management, Institutionalization, Household Economy Management, and Entrepreneurship.

Designing a democratic political systemIndonesia’s political system has yet to fulfil the people’s mandate and the Constitution. In response to this, Kemitraan has developed a democratic electoral advocacy series, consisting of three components; Electoral Systems, Electoral Management, and Electoral Law Enforcement. Designing a Democratic Political System is the title of the first Electoral System component. This book presents the following argument: 1. The Constitution mandates a democratic political system to be implemented by the state administration, 2. The Constitution does not specify all necessary democratic political mechanisms, and 3. These democratic political mechanisms need to be complemented with laws and regulations, and amendment of the Constitution, where necessary. Designing a Democratic Political System then provides the precriptions and indicators for a democratic system: political participation, political party systems, political representation systems, and effective presidential and local government. The conclusion outlines ways to design a more democratic system, including recommendations for the general election process for both parliament and local council members. -
The allocation of DPR seats to the provinces and the establishment of voting regionsThis book opens up debate about the allocation of DPR seats to the provinces and discusses how to establish the voting regions for the DPR/DPRD using the electoral laws. By engaging the public in discussion of this issue, it is hoped to push the DPR and the government to consider factors beyond narrow political party interests; and to think more about their impacts on the future of democracy in Indonesia.
