At the senior levels of policy making Kemitraan focused its programmatic approach to remain engaged actively in seeking to influence the government and key stakeholders, mainly in anticipating the shift to the newly elected Government’s development priorities. This was demonstrated through Kemitraan’s work to directly influence the new Government’s policies on mainstreaming critical issues to be addressed in the Mid-term Development Planning (RPJMN). The prism through which this work has been directed is to advance SDG Goal 16 on peace, justice and strong institutions.  Kemitraan played a key role in leading a CSO Coalition that achieved the mainstreaming of Marginalized Children and Groups through Peduli Programme, together with proposing a new model for Green Development in the new Medium Term Development Plan, RPJMN. Kemitraan’s leading role in engaging with young people and other groups outside Jakarta who had hitherto been excluded from movements engaged in advocating for personal data protection was an important factor of our work in this important field.

In line with Kemitraan’s strategy to strengthen capacity from within, Kemitraan continued its work from inside the government to provide strategic assistance and support to strengthen government’s policies and institutions in which focused on two key issues, i.e. Rule of Law and Climate Change.

In Rule of Law, Kemitraan has worked and still continue to work intensively mainly to support the strengthening capacity of Law Enforcers on the use of Electronic Evidence and technical assistance to strengthen Police Institution’s Performance through assessing the governance performance of 12 Work Units at Police Headquarter, 32 Provincial Police Offices, and 210 District/City Police Offices (Polres) located in border areas, remote areas and prone to conflict areas. Key advances achieved in2019 was to support the KPK develop regularised standard operating procedures for managing electronic evidence and also to support the Supreme Court as it developed its own regulation governing the management of electronic evidence within its own systems of adjudication. This also included the incorporation of studies on electronic evidence as part of training programs for candidate judges.

In the area of climate change and environmental issues, Kemitraan has worked and still continue to work intensively to support Indonesia’s effort to control climate change particularly through institutional strengthening and capacity building to the Ministry of Environment & Forestry (KLHK), accelerating the restoration of peat areas in 7 provinces in support of Peatland Restoration Agency (BRG), support the Coordinating Ministry for Economic Affairs (Menko Perekonomian) on the establishment of Environmental Fund Management Agency (BPDLH), and strategic assistance to the development of climate financing framework to the Fiscal Policy Agency of the Ministry of Finance (BKF-Menkeu) through renewable energy budget tagging study in which the methodology became a model for other sectors.

At the civil society level Kemitraan collaborated and worked with 37 CSO colleagues on various critical issues, such as strengthening the protection for Human Rights Defenders particularly in the environmental sector through efforts to pursue enhanced regulatory framework, and upscaling local issues to national level advocacy, such as the rights of the indigenous and marginalized groups to access public services, legal identity, as well as legal aid.

At the community level Kemitraan has remained very active to assist and support local empowerment mainly in restoring, accelerating and improving local economy with on-going efforts in 7 provinces (i.e. South Sumatera, Jambi, Riau, West Kalimantan, Central Kalimantan, South Kalimantan, and Papua) through “Caring for Peat Village” Programme (DPG). This covers 159 villages and includes accelerating the legalisation of social forestry through “Forest for Welfare” Project in West Nusa Tenggara (NTB). To date this has contributed 846,477 hectares of legalized social forestry. This contribution by Kemitraan constitutes 20% of the total figure achieved across the nation.
