
Until now, the Partnership has used a sectoral approach to promote good governance. But the progress made by Indonesia in increasing the capacity and competence of its various institutions has exposed a high level of interconnectedness. We have found that political commitments to enhance performance in one area of government fail to gain traction unless supported by other areas of government. The performance of the legislature, for example, cannot be entirely separated from what occurs in the arena of policy-making within the various ministries and the bureaucracy.
Because of this, the new strategy for the coming five years the Partnership will endeavor to pursue programming and activities respectively through the Partnership Trust Fund and the Partnership Facility Fund. We will engage in a multi-tiered approach with enhanced vertical and horizontal integration across three thematic clusters of Public Service Governance (PSG), Democratic Governance (DEG), and Security and Justice Governance (SJG). The selection of these clusters was based on a thorough examination of current governance trends and gaps in Indonesia, with full consideration of the Partnership’s past experience as well as its current indicators.
Vertical Integration:
The Partnership intends to integrate its programs and activities through greater coordination using a multi-tiered approach. While the Partnership’s programming and activities will be organized under three thematic clusters, there will be a high degree of ongoing communication and cross-cluster coordination. With this approach we hope to ensure optimum impact and enhanced sustainability of each individual initiative - we want to avoid unproductive overlap and ensure the maximum benefit of engagements.
The Partnership will continue to act as a lead coordinator, hosting various round-table discussions which invite government, civil society, the media, academia and donors to share information on ongoing and proposed engagements; and to share concerns regarding the efficaciousness of these activities.
A unique strength of the Partnership - unmatched by other organizations - rests in our ability to bring together Government, CSOs, and donors to harmoniously advance governance reform using Indonesian characteristics at an Indonesian pace. The Partnership is driving the Indonesian reform agenda, successfully moving away from a donor-driven approach.
