The Partnership is governed by the Article of the Association signed on 12 November 2003 and its subsequent revisions. The 2007 amendment of the Articles of Association declares that Governing Board Meeting has an advisory role to the Partnership. The Board comprises all members of the Partners together with other people invited to participate as members of the Governing Board including representatives of the Indonesian Government as well as representatives of international partners.

International Partners

The selected international partners represent the multilateral and bilateral agencies providing financial assistance to Indonesia, and to Partnership are particular. The number of international partners is limited to ensure an appropriate balance between the Indonesian and international representation at the Governing Board Meetings, at a ratio of 2:1. The membership should be strictly limited to the Heads of these organizations, or his/her proxy if required, and Ambassadors representing donor countries or other international donor organizations. These countries will be selected by the Meeting of the Partners, taking into account the following considerations:

• A clear commitment to supporting governance reform in Indonesia, as expressed in support for concrete activities,
• A financial contribution to the Partnership,
• Signify the global scope of the international community, i.e. members from different regions in the world.
