Security Reform
The Security sector has the responsibility to protect citizens’ rights, mediate social conflicts and create a safe environment conducive to sustainable development.
The Police force in Indonesia has traditionally been unaccountable and is viewed as one of Indonesia’s most corrupt institutions. Within the framework of Police reform, the Partnership with its partners have provided technical assistance and channeled grants to 35 projects, including: law and legislation, people’s police, gender equality within the Police, improved human resource management, and improved institutional monitoring.
All of the programs use a multi-level approach, combining various aspects of good governance (participation, accountabilty, and transparency) and collaboration between government and civil society organizations, at national and regional levels.
Aside from consolidating external monitoring system and improving the image of the Police, the Partnership’s reforms have opened communication channels and wider public access.
People’s Police (Polmas)
The Partnership is considered the pioneer of the People’s Police program, a project to improve police understanding of local culture and custom in Papua (2002-2003).
Performance Monitoring
Police reform will not be effective without a performance monitoring systems, and these should ensure that police behavior complies with the roles of protector and public servant. The Partnership has facilitated the establishment of civil society organizations like Polwatch, thus strengthening police monitoring in four provinces. They also provided technical assistance for the selection of the members of the National Police Committee (Kompolnas), and strengthened the Kompolnas monitoring project in 2008.
