Consultant for the set-up of Monitoring and Evaluation System

Organizational Context:

The IKAT-U.S. Component 2 is a three and half year project under USAID’s IKAT-US. program with the aim of supporting the members of the IKAT-U.S. Component 1 partnerships, in order to enhance their capacity to implement regional programs.

For this program, the process of enabling the Indonesian, U.S. and Southeast Asian partners from all partnerships to link up with each other is important to advance democracy and human rights, and promote good governance. Hence, the IKAT-U.S. Component 2 as the partnership support has the following three functions:
•    Function 1 – Documentation, distillation and dissemination of lessons learned from the IKAT-U.S. program. The objective of this function is to ensure the effectiveness and sustainability of the partnerships, particularly the capability of Indonesian CSOs in managing and implementing cross-border programs within multiple regional partners.  To achieve this, the Component 2 would document and distill lessons learned from all partnerships in capacity building, establishing relationships with regional counterparts and conducting activities abroad. For disseminating lessons learned, information sharing and networking among partners, the Component 2 would use a website as a knowledge resource centre.

•    Function 2 – Organizing and hosting regular meetings and conferences. The regular meeting and conferences will bring together the Indonesian, U.S. and Southeast Asian partner CSOs from all partnerships to share experiences, exchange best practices, build networks, coordinate their program activities and suggest future areas and countries of focus.

•    Function 3 – Program evaluation of the IKAT-U.S. program.  The Component 2 would provide policy recommendations to USAID regarding the viability of the IKAT-U.S. program regional partnership as a strategy for advancing democracy, promoting good governance and greater respect for human rights.

To deliver these functions, the IKAT-U.S. Component 2 requires the services of a qualified consultant for setting up a Monitoring and Evaluation System for the IKAT-U.S. program. The system is to provide a framework for effective monitoring, evaluation and learning of the IKAT-U.S. program.

 

Summary of key functions:

The Consultant will carry out the following tasks:
a. The M&E System
b. Baseline Survey
c. Knowledge Management and Learning Integration
d. Management Information System Integration
e. Policy recommendations

Recruitment Qualifications:

Education
Graduate degree in social science, development studies, international relation, democracy and governance, human rights or related field. A post-graduate degree is preferable

Knowledge and Skills

• Strong understanding of democracy, human rights and good governance in Southeast Asia with a focus on participatory processes, joint management/partnership and gender issues
• People-oriented person with excellent inter-personal communication skills and ability to work with people of different cultures
• Ability to respond positively to critical feedback and differing points of view as well as ability to manage complexities
• Proficient in the use of Quantitative and Qualitative data management and analysis programs
• Skills in both quantitative (e.g. SAS, STATA, SPSS) and qualitative (e.g. NVivo, Ethnograph) data management and analysis programs
• Proficient computer skills, especially Excel, word, ACCESS and PowerPoint with ability to troubleshoot these applications

Experiences
• A minimum of eight years of professional experience in developing and implementing M&E systems in similar programs/projects, preferably with regional or international work experience
• Proven experience with strategic planning approaches (such as result-based management, logical framework approach), M&E methods and approaches (including, quantitative, qualitative, and participatory), facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders, information analysis and report writing
• Experience of using analytic software for quantitative and qualitative data

Language
Proficient in spoken and written English
