Indonesia needs innovation not regulation

Open government requires frequent and transparent communication with citizens, but recent findings of the Presidential Working Unit for Development, Supervision and Control (UKP4)  show that people only want to hear about government activities that impact them directly, according to the Head of theUKP4, Kuntoro Mangkusubroto, speaking at the public lecture, Achieving Work Performance with Integrity on 18 January.

Kuntoro said that social media can be used to build more targeted interaction.The Government of Singapore has long been using this media to build two way communications and to keep abreast of community needs and expectations.

Kuntoro believes Indonesia’s bureaucracy is hampering economic growth and there is a need to build a flexible and efficient working environment by creating a sense of common purpose rather than division within and between state institutions – only then can the process of sharing, trust, and communication be productive.  He said that creating a culture is more important than creating proceedures because execessive hierachy, bureaucracy and control does not create discipline and productivity. Innovation not regulation is needed but often innovation was hindered by existing regulations.

In the future, a government which is open and transparent will engage all elements of society in solving problems effecting people’s welfare and will implement policies from, by and for the people - this will become the future way of administering the country.
The lecture, hosted by Kemitraan-INSPIRE and the Secretariat of the Vice President, was attended by the Vice Minister of Education and Culture, Vice Minister of Foreign Affairs, Governor of Lemhanas, Secretary of State Secretary Minister,  Vice Minister of the Empowerment of State Apparatus & Bureaucracratic Reform, Team Leader of Quality Assurance and Head of BPKP, Independent Team for Bureaucracratic reform, Government officials and donor institutions.
