Governance Assessment Unit (GAU) is a newly established division in the Partnership for Governance Reform in Indonesia (PGR). The key mandate of GAU is to develop, review and update governance indices in Indonesia on annual basis. Instruments to measure governance performance across all governance level ranging from district, provincial and central will be developed.

Governance indices serve as “a barometer” to assess the progress as well as the lack of progress of the adoption of governance principles and practices in the provinces of Indonesia. The GA aims to consolidate findings on these indices and share them on an annual basis to both national and international audience.

The Governance Assessment will serve the purpose of providing scientific analysis of whether or not the work of all stakeholders working to improve good governance in Indonesia has yielded positive impact or otherwise and possibly to reveal where the real gaps are.

As an institution advocating and self-practicing good governance, the Partnership will also rely on these findings to appraise the effectiveness and their governance reform programming on a yearly basis. GAU will also validate the impact and contributions of the Partnership-supported initiatives in the area of legal judicial reform, civil service reform, anti corruption, security and police reform, decentralization and regional autonomy, and support to election processes.

What is the GAU doing?

The GAU has four targets to be achieved namely; 1) consolidation of existing studies on governance assessment, 2) developing research design on governance assessment in Indonesia, 3) conducting a governance assessment and making a ranking system for the practice of good governance in Indonesia, 4) establishing a governance resource center in Indonesia.

A Governance Resource Center is a GAU-managed knowledge center collecting all informational material on governance, i.e., books, publications, research findings, and other materials related to governance studies. It has two sections, i.e., e-library, and governance documents.

Who is Managing the Governance Assessment Unit?

The Governance Assessment is conducted by a team consist of 1) GAU coordinator, 2) Knowledge and Research Manager, 3) GAU Assistant, 4) Research consultants. The unit will also employ researchers and interviewers.

Where the Goverment Assessment Study would be Conducted?
The Governance Assessment Study would be conducted nationally covering all 33 provinces.
