Integrating Criminal Justice System

Semarang, the Partnership – On June 14-16 and June 21-23, 2010, the Partnership for Governance Reform in Indonesia (The Partnership) in collaboration with its partners: UNODC, NPIA, and CSU conducted two series of trainings, titled: “Strategic Criminal Justice Improvement Course.” The course is designed to build a strong relationship among law enforcement institutions as well as with its supporting agencies in order to create an integrated criminal justice system in Indonesia.
“It is important for the law enforcement institutions to share common objectives and understanding in order to create an integrated criminal justice system in Indonesia,” said the Partnership Executive Director, Wicaksono Sarosa, in his opening remarks.
“By and large, the objective of the activity is to enhance law enforcement agencies’ investigation and analysis skills in detecting, preventing and investigating the transnational crime,” he continued.
For the participants, Wicaksono added, the course is designed for the senior officials of the Indonesian National Police (INP), Attorney-General Office and Provincial prosecutor’s office, Supreme Court and High Court, and of the other law enforcement agencies including the Civil Society Organizations (CSOs).
With regard to the training module, the Partnership Chief of Security and Justice Governance Cluster, Laode M. Syarif, explained that the curriculum of the module was intentionally designed to focus on the enhancement of the relationship and the communication among law enforcement agencies.
“The module is a mix of various subjects, namely: (1) Main principles of the criminal justice system; (2) An effective criminal justice system management model; (3) Sociological reasons in promoting the integration of the criminal justice system, and (4) Psychological aspects in establishing positive synergy and communications across law enforcement agencies,” Syarif explained.
A total of sixty (60) senior officials and executives participated in the trainings, they were: senior INP personnel between the ranks of Adjutant Chief Commissioner (Ajun Komisaris Besar) to Inspector General; senior prosecutors of AGO and provincial prosecutor’s office; senior judges of Supreme Court and High Court; senior executives of KPK and PPATK; and also representatives from CSOs namely Indonesian Corruption Watch (ICW), the Institute for an Independent Judiciary (Leip) and the Center of Corruption Studies (PKK). In August 2010, the Partnership will conduct a follow up training titled: “Strategic Criminal Justice Management Course.”
